Voters Approve $24 Billion in Local Transportation Investment in 2025
July 15, 2025 – the following information was provided by the
Voters in 2025 approved 82 percent of 283 transportation funding measures on state and local ballots throughout the country, according to initial results compiled by ARTBA’s Transportation Investment Advocacy Center (TIAC). The measures will generate an estimated $24 billion in new and renewed funding for roads, bridges, trails, and rail.

Some revenue will be available immediately through bond agreements, while most will be generated through sales, property, or other taxes collected gradually over as much as 30 years.
Transportation funding measures appeared on ballots in at least 17 states, with 11 states approving at least one statewide or local question.
Significant measures from the Nov. 4 general election ballot include:
- Voters in Mecklenburg County, N.C. approved a one-cent sales tax increase to funds for road, bridge, and transit improvements. This 30-year investment will provide an estimated $7.8 billion for roads, another $7.8 billion for rail, and $3.8 billion for bus and micro transit.
- The Vibrant Denver Bond initiative was approved by voters, with 47 percent of the revenue- $441 million- slated for road and bridge projects.
- All three countywide sales taxes for transportation on the ballot were approved by voters in Georgia.
- Ohio continues to lead the nation in the number of local questions on the ballot. Voters there approved 84 percent of 170 measures.
Earlier this year, other notable infrastructure measures achieved success in primaries and special elections:
- Voters in Ohio on May 6 once again approved a statewide infrastructure bond measure with a vote of 68 percent in favor, providing $2.5 billion over 10 years for roads, bridges, sewers and water lines. This is the third time since 1987 that Ohio voters have approved this initiative.
- Additionally, Oklahoma City, Okla. voters passed two measures on Oct. 14 that will provide $90.6 million for bridges and $1.350 billion for roads.
Nationally, support for transportation-related ballot measures has remained high over the last decade. Since 2016, voters in 41 states approved 84 percent of over 3,000 state and local measures on the ballot.
